My assumptions of how some of these happened: At 1:31, I think that the broadcast may have gotten itself stuck in an infinite loop. The bar at the top is from analog subtitles. (thank you @plisehon for pointing this out) The technical difficulties that happened while airing Baboushka were caused by the mic picking up its own audio. 10:47 was probably caused by someone bumping into the tape player.

The tv channel looped into itself, and the black and white patterns were the subtittle data, and I think that the upward motion was that the monitor of the full transmition (including the subtittle detail) was looped into what the viewer would see, like when you resize a video, it caused the video to drift upward, or the subtitles could've looped into themselves, making data bigger than the transmition could've fit.
