you mean the World Cup? I guess because countries in Europe like Slovakia or Germany would have a huge disadvantage with the talent level so they just took all of Europe's best players outside of Sweden, Finland and Czechia to make it more even. And that made 9 teams so they got the best young stars from NA because Canada and the US already have so many good players I think it worked out fine
