If luffy didn’t have the gum fruit that makes his muscles barely visible due to the rubber components, he would have the legs the size of Kaido’s biceps, keep that in your head, because the closest we have seen luffy flexing his muscles was a small demonstration of bicep flexing which was very small the only way to really show it, is by veins popping out throughout his body, but this still doesn’t say enough, I’m guessing without the gum fruit his biceps would be the same as Kaido’s as well if his body was bigger that would make more sense but if you put into retrospect, all of luffy’s feats like pushing buildings apart, almost lifting a ship (pre) which means he is probably able to lift ships with ease using gear 3 and that’s when the gear installations come in, with the ability to add extra boost of power using the increased blood flow Throughout his body flipping his bodies adrenaline on high gear to the point of exerting visible gas/smoke, with gear 2 there isn’t a difference in muscle mass which means the rubber is still not allowing him to flex, but gear 3 allows him to blow air into his bones making it bigger but not buffer, gear 4 and the other installations, however do blow the air into his muscles inflating them making them completely visible and showing how big those biceps can become but because of one piece logic his legs don’t get any buffer and they remain small but extremely dangerous. In summary they don’t skip leg day but they skip logic instead.
