This movie is full of historic inaccuracies. Actually, Duc d'Anjou and her were in love and he was not a cross dressing fool. They had a long correspondence and she even nicknamed him her "Little frog".

However, it’s easy to get them mixed up because when the middle brother died, the younger brother took the same title, so they were both, at different times, the duc d’Anjou. And this movie gets it wrong as well... they had the middle brother, who was believed to be a cross dresser and at least bisexual, visit her, but it, was, as you say, the younger brother, the ‘Little Frog’ who was a serious suitor to Elizabeth
