Raising it up I think is the better plan. Some of my HBM's controls are really low too.

Steel blocks! On top of steel plates so it doesn't punch through or vibrate

If it would not make it really inconvenient to operate, I would raise it up as opposed to drilling the hole.

I'm surprised none of your other old machines have required you to cut a hole. Old horizontal mills and shapers are especially bad about needing a hole for the z axis.
