Surprised to note that he didn't know about cheating etc . Most of the officers like him are unaware of ground realities and move between departments and do nothing. Modiji said in parliament after frustrating experience with these people; he once said they had wasted 5 years of his valuable time. The work done by these bureaucrats can be counted on fingers though they remain in position for 30 + years
