Those type of open retainer bearings are relatively cheap, so there's no need to even take the chance on cleaning and repacking them. Just install new ones. 👍

I just cleaned this bearings, but if the bearings are broken i compare new one set with worn or you can use just bearings balls… Btw. the dimensions of the helm bearings are standardized

It's Trek...😆🤦‍♂️🤷‍♂️ unless it is their upper middle to high-end bicycles they cheap out on the middle end down to the lower end with crap parts. They're QC is horrible. (I worked for a Trek bike shop)
