Young people in particular really tend to overestimate the impact of silence, just because you have nothing to say at the moment doesn't mean the other party is sitting there judging you for it. Silence is like a swamp though, it sucks you deeper and deeper the longer you go without saying anything and it gets harder and harder to speak up. In my current workplace we usually say hi to eachother several times a day even if we saw eachother a few hours ago, this as I've understood it is mainly about opening up the channel for further communication, so just greeting someone gives you an opening for questions or making a statement. But you don't need to constantly keep it flowing for it to be successful, sometimes the conversation grinds to a halt but there's nothing neccesarily awkward about that. There's always smalltalk to resort to as well, stating the obvious may seem contrived but it's about getting a foot in the door, like next class is biology huh? The weather's been really terrible lately. Did you take the bus today? Even if you know the answer, unless you were expected to know the answer like you sat a few seats away on the bus or something. Don't be afraid to fail or to seem awkward, even if you end up failing spectaculary, it might become a story you can tell others. You generally won't regret trying regardless of results, but you will regret not trying. The older you'll get, the less you'll rue over things and the easier it'll be to forgive yourself and not sweat the small stuff.

To be fair, I think silence is less awkward than trying to come up with conversation topics if you genuinely got nothing to talk about. It will just result in replies like "yeah" "haha" "true" etc and you became more desperate to find new topics because if the conversation stops there, it going to be multiple times more awkward than if it's just silence since the beginning. Just my opinion tho.

Tips of someone who is also not good at socializing but has no problem starting conversations nor being in silence with someone for a couple of minutes Talk about shared interests or activities, ie. You are both there for a pokemon related thing, talk about pokemon, that's a start, then you can pick anything that it's said and shift the topics so you don't just talk about pokemon Another one, you're both coworkers or classmates, ask them about their work and that's stuff, when the other one is done then you say "oh that reminds me to this one time on this work/educational institution" or uf you don't have any of those whip out a story of your work "oh yeah? Wow, I'm doing this and that) if you both have mutual friends or something try to to bring them up You are new at work? (Either you alone or both) asked them what did they do before this job, what did it entail, or if any of you are fresh from university or something like that ask about details of it, try to use stuff the other person brought up either to ask for more details or link that to on of your experiences, there will always be stuff that comes up, the most common ones are weird cowerkes, eccentric teacher, that one student that's the dumbest one of them all, stories in general all of those kinds of stuff that you can use so that the other person feels like they are having a conversation instead of just being interrogated After a while talking you can just ask stuff including but not limitedto "what do you do to in your free time?" Or like "did you see that thing the happen" and that's basically how you grow a conversation about literally anything, if they have a dumb opinion on current events that you might want to ignore for the sake of actually forming a friendship (as long as it's not eating babies or something) you can straight up do that and change subjects again

Is strange, for me is the opposite when I meet a person for first time is easy to start a conversation, there are so many topics with someone you still have to know, besides in first meeting people is usually polite which for me makes things easier since it's not going to say anything annoying/uncomfortable. But once I have spent many hours, days, weeks, months with the same person is like I run out of things to say, and also that person starts to behave too friendly, it makes terrible jokes, stupid comments, asking for favors, I basically start to hate that person and don't want to meet it again and then don't want to meet it again in my entire life.

Pondering about my comment, I think this might be the difference between a shy person and an introvert. A shy person has an awkward time in a first meeting but eventually, once it gets comfortable, you find out it is quite friendly. The introvert can behave like a normal person but you will have a hard time trying to start a friendship.
