You could use any dry white wine. Pinot grigio, sauvignon blanc, and chardonnay all work well for this recipe.

Can you substitute dried tarragon? If so, what amount?

You should always use less dried than fresh. I would go easy at first, taste test, add more, etc until you get it to your liking.

I would of seasoned the sauce before I put the mussels in the bath. Just sayin
