It uses the momentum and sheer power of the car. It's mainly used by all wheel drive rally cars because a conventional turn will result in understeer when going fast in a turn. In a sport where your goal is to clear a stage as fast as possible, that's a no go. Drivers take advantage of the power at all four wheels because this will correct the car as it exits the turn. A drift has similar function to a powerslide, minimizing understeer, but it happens before a turn and it requires techniques to initiate it rather than brute force. You can pull the handbrake, you can use the brake pedal, you can do a clutch kick, or you can shift the weight of the car. Another difference is that it's used for the low speed windy mountain roads where Keiichi Tsuchiya popularized it, also serving as an aesthetic choice rather than function, because you can still minimize understeer at low speeds with right gripping techniques. What you saw in the video is clearly a Powerslide since it is performed by a Subaru Impreza going into a hairpin turn. Notice its tail flicks after it goes into the turn. Similar function with distinct characteristics.

It was easy flat with those cars, they were glued to the road up there, so fun to watch. The gt cars on the other hand can only just manage it flat, not all gts either. Its much more daring for those cars

My god that sequence, the guy leaving the pits in his 412 t2 with tire stickers still on... That was my childhood. Watching early/mid 90s F1, drivers leaving pits with stickers on for everybody to see they just got out of the pit.
