Keep me posted on this. They usually post cases to Uganda then after sometime you receive a new email with a new number for Nairobi. And please be sure which visa your sister is processing. I am referring to immigrant visas, non immigrant Uganda does but all DV, spouses & parents of US Citizens from Uganda come to Nairobi. If you are sure this has changed and your sister does end up attending her interview there please dm me. That will really save the situation in Nairobi
