If it were me, I'd just be like "okay ill set it up", then keep pushing it back. Keep covering up the webcam. Try to stay employed for as long as possible till someone finally says "If you don't set up your face by tomorrow, you're fired" then say "okay itll be done tomorrow". Then you still don't do it. Then they have to trapse through disciplinary procedures. All the time, just keep saying "okay I'll set it up". Waste their time and money, F 'em

I'll tell you why they are doing that. Because some government officials friend has a company that works in Biometric Security and is getting a sweet deal on installing all of this shit in that governments IT infrastructure. Why the fuck else would they do it when they could just use passcodes that have to be updated every 30,60 or 90 days?

The regular changing of passwords isn't even all that safe, that's a knee-jerk reaction by institutions that refuse to train their staff on proper security and password practice. The password update only leads to folks just using templates/patterns that they change a few details. Instead of investing in their staff education, organizations would rather implement lazy password rotation.

Thats' flawed. It should have a 2nd method of logging in to, as a back-up. Face scan are not that secure.
