legally speaking in most places if serious enough and proven by a psych eval to be detrimental to the child emotional and mental abuse of a severe enough nature it can be treated just as harsh legally as physical abuse the problem is it is so hard to prove.

The 16 and 13 year-olds are not the ones being babysat, they are the second- and third-oldest of a five-kid sibling group (and eventually got the babysitting dumped on them when OP proved he's willing to call the cops). The youngest siblings are the ones being babysat, but their ages aren't listed.

There is nothing wrong with spending time with siblings, but it should not be forced. Being the eldest doesn't mean you have to put up with your narcissistic parents' abuse. OP and his eldest Siblings should report the Parents to CPS for Child Neglect and Child Abuse for forcing the older siblings to raise the younger ones...not to mention forcing OP out and abandoning his younger siblings at OP's doorsteps... I would have... And if his Parents actually Sue OP, he can easily Countersue for all the Abuse and Harassment they heaped on him over the years... I'd go full No Contact with the Parents and only maintain contact with his Siblings to make sure they have the chance to get out when they turn 19...

I will never understand people who believe in getting their wife pregnant or letting their husband get them pregnant, raising the first child up alone until that child is old enough to help ie. raise the rest of their siblings. They believe they are actual parents and deserve to be respected as a man or woman of the house, instead of as people who roll around making the babies. While barely making enough money to house and feed the children, they treat their older children as indentured servants, making them work and take their money. It is heartbreaking to discover how many parents exploit their children, for time money, and or labor while insisting they are inferior and have no right to speak up for themselves. They are grown enough to work and carry adult responsibilities yet never deserve respect as children or adults. In my humble opinion, parents like this are hypocritical and want the title without the actual responsibilities.
