That's actually how things work in Smogon Pokemon formats too. A lot if UU can actually be really good in OU if used right, they're just not easy to slap onto every OU team. Heck sometimes even NU pokemon will have a useful niche.

Is it good? Yes, at least it’s better than no sub weapon and it does have dummy range alongside very low cost. Is it better than any other sub in the game? Debatably Sprinkler, but otherwise, its good traits just aren’t enough to make up for its difficulties of use, and other subs can do its job just better. I really want it to be better, either by making the line deal damage or by adding a semi-homing Smart Bounce upon hitting a surface, but unfortunately it’s just outclassed. Not worthless, but least worth out of the subs (again, maybe except for Sprinkler, that one is just *really* bad)
