ನಿಟ್ಟೆ ಸಂತೋಷ್‌ ಹೆಗ್ಡೆ ಭಾರತದ ಮತ್ತು ಕರ್ನಾಟಕದ ಕಾನೂನು ವಲಯಗಳಲ್ಲಿ ಪ್ರಮುಖವಾಗಿ ಕೇಳಿ ಬರುವ ನ್ಯಾಯವಾದಿಗಳ ಹೆಸರಲ್ಲಿ ಒಂದು. ಅದರಲ್ಲೂ ಕನ್ನಡವರಿಗೆ ಲೋಕಾಯುಕ್ತ ಪದವಿ ಮತ್ತು ಸಂತೋಷ್ ಹೆಗ್ಡೆ ಅವರ ಹೆಸರು ಸಮಾನಾರ್ಥಕ ಪದಗಳು ಎನ್ನುವಷ್ಟು ಪರಿಚಿತ. ತಂದೆ K S Hegde ಅವರು ಭಾರತದ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯದಲ್ಲಿ ನ್ಯಾಯಮೂರ್ತಿಯಾಗಿದ್ದವರು ಮತ್ತು ಲೋಕಸಭೆಯ ಸಭಾಪತಿಗಳಾಗಿದ್ದವರು. ಶ್ರೀ ಸಂತೋಷ್ ಹೆಗ್ಡೆಯವರು ಕರ್ನಾಟಕದ ಅಡ್ವೋಕೇಟ್ ಜನರಲ್ ಆಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿ, ನಂತರ ಭಾರತದ ಸಾಲಿಸಿಟರ್‌ ಜೆನರಲ್‌ ಆಗಿ, ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯದ ನ್ಯಾಯಮೂರ್ತಿಯಾಗಿದ್ದರು. ಕೆಲವು ಕಾಲ TRAI ನ ಅಧ್ಯಕ್ಷರಾಗಿದ್ದವರು ಕರ್ನಾಟಕದ ಲೋಕಾಯುಕ್ತರಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿದ್ದಾರೆ. ಇಂತಹ ವಿಶಿಷ್ಟ ಸಾಧಕ ನ್ಯಾಯಮೂರ್ತಿ ಶ್ರೀ ಸಂತೋಷ್ ಎನ್ ಹೆಗ್ಡೆಯವರು ಮಾಧ್ಯಮ ಅನೇಕ Webಸಂಭಾಷಣೆ ಬಿಚ್ಚಿಟ್ಟ ಬುತ್ತಿ ಯ ಅತಿಥಿ.

ಖಂಡಿತವಾಗಿಯೂ ಇವರು ಸರಳ, ಸಹೃದಯ ವ್ಯಕ್ತಿ. ಇದರಲ್ಲಿ ಎರಡು ಮಾತಿಲ್ಲ. ಇವರು ನಮ್ಮ ಸಮಾಜದಲ್ಲಿ ಇರುವ ಲೋಪಡೊಶಗಳು, corruption ಬಗ್ಗೆ ತಮ್ಮ ಎಲ್ಲಾ interview ಗಳಲ್ಲಿ ಮಾತಾಡುತ್ತಾರೆ. ಇದನ್ನು ಹೇಳುವುದರಿಂದ ಸಮಾಜ ಸುಧಾರಣೆ ಆಗುವುದಿಲ್ಲ. ಇದನ್ನು ತಡೆಯಲು ಏನು ಮಾಡಬೇಕು, ಮಾಡಲು ಸಾಧ್ಯವಿದೆ ಆ ಬಗ್ಗೆ ಅವರು ಮಾತಾಡಿಲ್ಲ, ಏನೂ ಮಾಡಿಲ್ಲ ಅನಿಸುತ್ತದೆ. ಮೊದಲ ಲೋಪ ದೋಷ ಇರುವುದು ನಮ್ಮ judiciary system ನಲ್ಲಿ. ನಮ್ಮ judges ಎಲ್ಲಾ ಸಾಚಾಗಳಾ. ಎಲ್ಲಾ ದೊಡ್ಡ ಹಗರಣದಲ್ಲಿ ಯಾವ ಶಿಕ್ಷೆಯೂ ಆಗದೆ ಹೂವಿನ ಹಾರ ಹಾಕಿ ಜೈಲಿನಿಂದ ಹೊರಬರುತ್ತಾರೆ. ಅವರ ಬಗ್ಗೆ ಇವರು ಮಾತಾಡುತ್ತಾರೆ. ಆದರೆ ನಮ್ಮ judge ಗಳು, ಬುದ್ದಿವಂತ ವಕೀಲರ ಬಗ್ಗೆ ಇವರು ಎಲ್ಲಿಯೂ ತುಟಿ ಬಿಚ್ಚಿಲ್ಲ. ಈ ವಿಷಯ ಅವರಿಗೆ ಗೊತ್ತಿಲ್ಲವೋ, ಇವರ ತಂದೆಯವರಿಗೆ ಗೊತ್ತಿಲ್ಲವೇ. ಇದಕ್ಕೆ ನಮ್ಮ gulf ದೇಶಗಳಲ್ಲಿ ಇರುವಂತಹ ಕಾನೂನನ್ನು ತಂದರೆ ಸರಿಯಾಗುತ್ತದೆ. ಖಟಿನ ಜನೂನು ತರುವಲ್ಲಿ, ಸುಧಾರಣೆ ತರುವಲ್ಲಿ ಇವರ ಪ್ರಯತ್ನ ಎಷ್ಟು. ಇವರು ಮಾತಾಡುವುದು ನನಗೆ ಒಂದು ಬಗೆಯ ಹಿಪ್ಪೋಕ್ರ್ಯಾಸಿ ಎಂದು ನನ್ನ ಅನಿಸಿಕೆ. ಇದರಿಂದ ನಮ್ಮ ಸಮಾಜ ಸುಧಾರಣೆ ಆಗುವುದಿಲ್ಲ. ಸುಧಾರಣೆ ನಮ್ಮ educaation System mattu judiciary system ನಲ್ಲಿ ಆಗಬೇಕು ಎಂದು ನನಗನಿಸುತ್ತದೆ.

Mr Hegade is good man but he blames society. This is not acceptable. The simple way to irradicated corruption in India is to remove no-confidences motion from our constitution and introduce impeachment proceedings in our constitution. I request Mr Hegade to examine this proposal.
