One big thing that goes over a lot of peoples head is Tsunade bets against Naruto. As the series goes on we learn Tsunades trope is betting against the things she wants to happen. That’s y she offered her neckless cuz to her it was always something she gave to people she believed in and people who she thought could become Hokage. When she saw Naruto she realized almost immediately who Naruto was especially considering the fact he was with Jiriya. Tsunade made that bet wanting Naruto to succeed not because she wanted him to fail
