How to get there:
•Go to the Pokémon center
•Go upstairs
•Talk to the man with green hat
•Obtain the Mystic ticket
•Travel to Vermilion City
•Board the Seagallop Ferry to Navel Rock
•Enter the cave
•Take the stairs on the left to reach the top
•Meet Ho-Oh (Lv70)
•Catch Ho-Oh (Lv70)
•Return to the main cave
•Take the stairs on the right to reach the bottom
•Meet Lugia (Lv70)
•Catch Lugia (Lv70)
•Exit the cave
•Return to Vermilion City

If you want a Pokemon Fire Red rom hack with coompletely obtainable Pokemon from gen 1-3 I can recommend Ultra Violet (nowhere related to Pokemon Violet of nowadays because it is already out long time before). There are also some spots that makes the next Pokemon we encounter to be shiny, I think its called shinyzier or something like that. All legebdary and mythical Pokemon is obtainable in that rom hack, we just have to search a bit. Real example: Mew, the rom hack's mascot, can be obtained by entering Bill's cottage, revert him back into human again, and then leave and enter the cottage again and finally enter the teleporter on the left. We will be warped into a different place with cheerful surrounding and music. Just search around there for a while and you will find what you are looking for. Afterwards, we can enter the dimension again and again, but utterly pointless if we have already had Mew, except maybe someone likes the music and environment there.

Overall, I consider playing Ultra Violet to complete a Pokemon is cheating but also a great approach in tackling down the pokemon scheme of not selling a game that can be fully 100% completed without the need to pay extra for another version of the same game or a having to trade back from another generation in order to complete a pokedex or obtain certain Pokemon. Its a curse and a blessing because thats what makes the Pokemon game experience so unique and also challenging. Taking away such aspects will represent a great solution to a non existent problem the whole purpose of those games is to enjoy and have fun playing them.
