There is vintage footage of it being used with an announcer saying after it "" WEAF, New York." Those were the call letters of the test station.

speaking of WEAF, It's not a Test Station but it was the original name for 66 WNBC that ended operations in 1988 and was replaced by WFAN 66

Used to signal first TV Station WNBT 4 Later renamed WNBC! It was also used on Radio too. It first appeared On TV in 1954 on NBC's First Day as WNBT.
