Negotiable Instruments - Explained

So as this is a right in the constitution but how does one enforce this? How do you make them perform. I did an administrative process

Negotiable instruments are not a protected right in the U.S. Constitution. Negotiable instruments (Drafts, Checks, Notes, Certificates of Deposit) are governed under the Uniform Commercial Code (UCC). Depending on the circumstance (fraud, forgery, breach of contract/warranty, etc.), there are Universal (Real) Defenses and Personal (Limited) Defenses. You'll need to know if you're a "holder" or a "holder in due course" to know which defenses apply to you, but negotiable instruments and the holder's liability/defenses can be enforced by the courts.
