Actually it's a feature. If you're approaching the horse, lightning will struck it and turn into horsemen (or horse-skeleton) It's supposed to be a trap mechanic, but meeting the horse itself is rare

Lightning storms can spawn skeleton horse traps. Those traps will be struck by lightning if you get close and spawn reinforcements. It do be rare tho.
