The original Anime is my favorite continuity, but New Tokyo 3 kinda looked like a ghost town during the TV show. This piece of music & the accompanying sequence in the movie finally gave me a sense this was a real place where normal people lived in between the buildings going up & down when Angels attacked.

It WAS a ghost town. Tokyo-3 was built for the elite of the survivors of the Second Impact; there weren't that many of them and each extra person was a major cost because of how mechanized everything had to be.

I feel like, thematically, that was very intentional. It fits very perfectly when thinking about it along with what the TV show set out to say and then with what the rebuilds were expressing

Tokio 3 in the original was justify as new seat of government but it was only to give some sense (to the public) on such megastructure purpose. It didn't need japan government neither its bureaucrats. It wasn't even planned to be profitable or to boost the region it was just a research/military facility. Even before angels strikes it's hard to imagine such contraption confortable to its (few) non essential residents.

Cause there's a lot in Eva that's kinda just intentionally not directly explained & I feel different people interpret it in different ways.

The sad part is it's the most peaceful and ordinary day scene of full four part episode. Then the story start to falling and collapsing.

en un futuro no muy lejano, se vera la necesidad de crear ciudades capaces de crear algun tipo de defensa, contra diferente tipos de amenazas masivas o astronomicas, pq el humano siempre ha estado acostumbrado a defenderse, incluso la ciudad de tokyo 3, se inspira en una civilizacion tipo 2 kardashov y por eso se denomina ciudad fortaleza, aunque, la hagan mierda cada 2 minutos los angeles que la atacan:V

Si te refieres a una ciudad que esté preparada para cualquier tipo de ataque de enemigos y amenazas no identificas armas lista para el ataque como Rebuild Of Evangelion o algo parecido en mi caso si eso se hubiera construido así solo lo vería en un futuro lejanos o cercanos si es que logramos eso.
