Movies like these only shoot a few scenes in foreign to maximize their budget. The crew and cast in other countries would cost a lot, so they obviously hire Indians who would work for way lower pay grade. The money is consolidated by the main leads and the people at the top such as the director and producers. Most of the scenes are shot in India to save cost.
