Inherent geometry of a sphere leads to equipotential. The charges can rearrange themselves uniformly. A plate or other geometries cause local inhomogeneous populations of charge.

Electric Charge density in metals is always zero because electric charges cancel each other out due to metal conductivity. The only force on electrons that can be generated on metal surface or inside metals is Lorentz Force. See also Faraday Principle.
