The water sits in the bottom, you can top it off every day if you want. you will not over water. However, rain will and can cause over watering. rule of thumb: on really hot an sunny days you will need to water more an on cloudy days less.

I do almost the same system and to check water level do this: Add water to the fill pipe until water comes out of the side drain hole. Get a stick (i've used long wood skewers or a long wood dowel) that fits into the fill pipe and is longer than the fill pipe. Drop the stick into the fill pipe then pull it out and the top of the water mark on the wood indicates full. I wrap a piece of tape at the top of the fill mark so I know what the water level is every time I check. Its like checking vehicle oil with a dip stick. You can also put a cork or something that floats at the bottom of the stick (a wood skewer with a wine cork) so you can see the water level from a distance. When its full the stick will stick further out of the fill pipe and when water level is low the stick will be further into the fill pipe. Use tape or permanent marker so you can mark the wood at high level. Hope it helps.
