Definitely, but rarity isn't the problem with this game. The problem is how outdated stuff like the nearby feature is. Let's say you do find a wild Dreepy and catch it. You're now stuck with never seeing that silhouette ever again because it's now in your dex. If stuff like the nearby we're better designed, this wouldn't be a problem.

Pokémon like dragonnite, tyranitar, garchomp, and metagross. They also have to have a base total of 600. And they are also pseudo because they can be caught more than once.
