I don't think skeletons have to be in combat for their effect to work. It just says, "at the start of the combat phase". That phase exists, even if no one is in combat, just like battleshock phase exists even if no one has to take a battelshock test. So they always get to do it by the way it is written. In other words, they are incredible in blocks of 30.

You're right! Skeletons essentially get a free 4+ rally at the start of every combat phase, even if they're in combat, and without the new 10 wound limit. That's an absurdly strong rule and I can't wait to get my two 30 man units of Skeletons on the table.
