Yes,ofcourse.Engine underrated for it's (vehicle)weight.A good match(engine to TC) will change the gear just above 2000rpm and you can feel pull on your seat.

No,it not as bcs of NA engine.It is because the engine is underpowered and need more rpm to get sufficient torque to accelerate.
