I think my daughter has a very slight form of this on her hands. But neither her father or I have it- EXCEPT- I can remember having super rough hands at her age (she's 12 and i was definitely 10-13 years old) and being embarrassed to hold hands with anyone and ofc that was the early 90s so my parents did NOTHING bc those were the days when, unless you were bleeding profusely, you just dealt with it, lol. But mine eventually went away. I've been helping her by using one of those square buffers for nails, the really tough ones, and i help her do her palms on her opposite hand. Like i said, hers is not nearly as thick as this. But what I find bizarre is that I had the same thing when I was her age and now it's gone. I wonder if hers will do the same. But I imagine it wouldn't be considered genetic if it goes away, right? But it looks just like a lighter version of this...I wonder if ours is more hormone-related since it came during the beginning/middle of puberty and then disappeared later on in life. Like my hands are super smooth now and when I was her age, I had no one to help me find a way to get rid of that extra skin.
