Wasn't lake Powell drying up? How does another Dam help if we can't keep the ones we have full?

Lake powell is shared between several states of which utah doesn't actually get that much of the total water. This one is for Utah only as far as I am aware.

this is much needed. We all know what happened in 2015 God visited Hurricane and Colorado City in his anger and both cities were flooded because they practiced bigamy and worshiped Warren Jeffs because some of the homes were lost some residents are living in St. George which is why we need this dam in case Ash Reservoir or Short Creek floods again. Ash Reservoir and Short Creek empty into the Virgin River and the Virgin River empties into Overton Bay and Overton Bay empties into Lake Mead. Over the past few years the Virgin River was dry but after last years floods and what happened in 2015 it is filling up thats why we need this dam to control the water and to serve as an emergency supply in case Lake Mead drops or they will have to empty Lake Powell with every discharge this will change it.
