The conditions are pretty much what you can expect from local free and public facilities. I argue that the quality of the facilities are better than what you will find at 1st tier clubs in Asia and Africa.

I take your point to an extent but he hundreds of miles away from the club he plays for and he obviously not willing/able to pay for facilities. So what countries are there where a random member of the public not affiliated with a local club can access good facilities for free? If he actually lived near Flint I sure he could access their 4G pitch. Also, given you have to play in all weathers (bar waterlogged/frozen pitches) you need to be out training in all weathers. Even EPL players rain in the cold and pissing rain because they going to have to play in these conditions. The weather pretty good for football in the UK - its rarely too hot or too cold to play.
