Can you actually intercept even if your card is dominated?

No. Dominated units are regarded as no longer being the owner’s unit. So, you cannot intercept with a unit that is not yours.

Did you know you can call over a rear guard when oboro uses his first skill so you can reduce the number of attacks when Gabe dominates
