Gorbachev had an agreement with the west not to expand Nato or the EU any further east than they were at the time. Opening talks with Ukraine to join the EU went against that agreement..Hence it was the west that gave Putin an excuse to attack...not that he really needed an excuse..The guy's a mental case.

I heard an interview with Henry Kissinger talking about this subject. It was being discussed between the Americans and Russians in the early 2000’s and they knew the expansion east of the EU and NATO was viewed as being dangerous to peace in the region. #2 In 2014 the USA paid $5b to facilitate a regime change in government. The then government were abiding by the Treaty to not join NATO, and the EU and US wanted Ukraine to join, so they changed the government to a more amenable directorate.

Russia has been expansionist since the time of the Grand Duchy of Moscow. It retreated in the 90s because it was weak. Neither the EU not NATO maintained the strength to keep the Russians back, they relied on treaties. EU and NATO weakness tempted Russia to expand again.
