Also, you're also forgetting that at this particular point in time, Jiraiya was gone. Orochimaru was gone. Tsunade was gone and The Fourth was tending to Naruto and fighting Obito. None of our favorite elite ninja were even of age to fight the fox. The leaf was sorely lacking in firepower and only won the previous war because of Minato. The best they could do was protect the villagers evacuating by drawing the fox's attention with hit and run techniques. This wasn't a time to be flashy or try to beat Kurama. The goal was to subdue and restrain him.
