12:30 I don't think anyone stated this in the comments so I will, basically, that character is based on a kid who had an account on Scratch, from what I remember, he made this project where he would rate other peoples designs of his OC, which was a mario recolor with a blocky sonic head, thing was though i remember him being very picky on the designs (he was VERY picky), eventually it became a "so bad its good" deal and everyone began submitting weird joke designs of his oc, and he just straight up called the designs bad as he couldn't take a joke, im not sure if he uses scratch still because last i checked he got less and less active until he kinda just stopped posting figured i would point that out for those who dont know edit: yeah last he posted was in mid-2019
