In regards to the student loan debt: just treat it like every other debt, via bankruptcy. That's all you need to do.

The only problem with being able to discharge student loan debt through bankruptcy is that there are retained benefits to that person. Meaning, they are still allowed to make money off their degree(s) despite no longer being responsible for the cost. The better option would be to require the schools to hold student loans, essentially backing the “value” of their education programs. Also there are a multitude of forgiveness programs available to people through ways of various employment, so there’s really no reason to just open the floodgates to using bankruptcy for people’s poor decisions

Meaning, if being a communications major will allow you to get an entry level position worth $30K per year, then that should be the cost of your tuition. Yes, if you were a CS major, then your school debt would be more, but only at the entry level, which would still be relatively scalable.
