Yes, it IS time that too much disrespect was stopped, although I suspect that you mean that the traditional ceremony should be stopped as opposed to the behaviour. Why should it? It's been carried out for over 200yrs...long before there was such a thing as a tourist industry. It's part of our history and our identity as a nation. Abandoning traditions because of the crass behaviour of a minority of tourists would also deprive many of the genuine tourists of the pleasure they derive from being at Horseguards, of having their photos taken with stunningly beautiful horses and soldiers in striking uniform, and generally soaking up the atmosphere of something they cannot experience anywhere else in the world. It is the bad behaviour that needs to be stopped, not the tradition. Several steps could be taken to help achieve this, such as the British or London Tourist Board making clear in their tourist brochures that the Guards are real soldiers in the British Army, not actors putting on a "living history" show. Another step would be to stop people from touching the horses altogether. I'm sure you could think of other measures which could be put in place. 😊

In this case, it signals to the horse the rider is going to dismount. The riders weight will be shifted but he is not falling off. The horse, knowing what is about to happen, is relaxed and not unnerved. Hope that helps you. 🐎

The first on the neck is "well done" pat and the second, on the saddle, is to warn the horse of the shift of weight off the horse, so that the horse will stand still as they actually step off the stirrup and onto the ground. These horses are trained to know the signals.

They are Ministry of Defence police as Horse Guards is a working military barracks their role is security and antiterrorism , any crowd control they do at change over is for public safety .

Horse Guard's is a MOD property, the guard's are there to protect the Royal Mile & the Monarch The police are there to protect against act's of terrorism. The crowd are expected to be able to control themselves.. if there were to be a credible threat to security or the Monarchy both guards & police will act very differently
