Noam Chomsky: After Dangerous Proxy War, Keeping Ukraine Neutral Offers Path to Peace with Russia

democracynow.org - The recent ceasefire in Ukraine continues to hold after a shaky start, days after Secretary of State John Kerry publicly accused Russian officials of lying to his face about their military support for separatist rebels. The United Nations says the death toll from the nearly year-old conflict has topped 6,000. This comes as tens of thousands rallied in Moscow to honor the slain opposition leader Boris Nemtsov, who had accused Russian President Vladimir Putin of authoritarian rule. "It's fashionable in the United States and Britain to condemn Putin as some sort of distorted mind," says Noam Chomsky, but he notes no Russian leader can accept the current Ukrainian move to join NATO. He argues a strong declaration that Ukraine will be neutralized offers the path to a peaceful settlement.

No it’s not the truth. Russia does not have a legitimate grievance. It’s a dictatorial state that is more utterly corrupt and Ukraine is a sovereign nation that should have the democratic freedom to join whatever alliance they please. Ukraine has every right to join the alliance, which by the way it had no intention to prior to the invasion of Crimea. It has the right to self determination without fear of fucking invasion by a country that has already invaded Georgia and has demonstrated itself to be expansionist over the last century.

@@Bolognabeef Your lack of reading comprehension is showing. Chomsky never denies the atrocities in Bosnia happened, he only says that calling it a "Genocide" cheapens the word. If we apply the term genocide to the Bosnian War then there are, in fact, genocides happening all the time and the word loses all meaning. Did extremely heinous crimes and massacres occur during the Bosnian War? Yes, no one has ever denied that. This isn't an argument over history, it's about semantics. He also never downplayed the Cambodian genocide. If you would actually read a book instead of relying on KZbin clips for all your information you would have realize this beforehand. In "Manufacturing Consent" and "At War with Asia" he clearly outlines that Pol Pot and the Khmer Rogue were absolutely brutal! Chomsky's position was along the lines of : Yes, the Khmer Rogue did horrible things however, the numbers being reported by Western media to garner support were being falsified (which ended up being true) and we were conveniently ignoring similar atrocities in other parts of the world simply because they were "State Sponsored". I won't comment on anything regarding Ukraine as it is still an ongoing conflict and there's no way of accurately judging ones opinion on the basis of historic fact.

Mexico didn't experience anything like the holodomor, Sovietization, Russification, direct military intervention and support of separatists. I expected this war in 2017 on the assumption that HRC would win the election and bring all the Neocons, especially Nuland in. When Trump won the election I actually heaved a sigh of relief because I knew we were saved from this war. I don't like Trump, and don't like his social policies, I'm on the left. @@sheilamacdougal4874 Chomsky doesn't exclusively blame the west. He just points out where it is to blame because no one else in mainstream discourse will. Indeed they usually do endless apologia and propaganda instead. Unless you think we live in a world where the US and the west can do no wrong then it is incredibly important for us as citizens of these countries that someone does point out what they do wrong. When states in the west do things on the world stage, it's in service of the state and its interests. Those interests often diverge dramatically from the interests of the people.

i am surprised by chomsky's bad take here. this didnt start in 1990. there is a reason why ukraine doesnt want to be part of russia and wants to be a nato-member ,a reason why eastern ukraine is so russian and that started way earlier. stalin aka russia let millions of ukrainians starve, stealing their food and replaced them later on with russians. russia is just now proving again why basically all countries bordering it want to be part of the nato, cause if you arent theyll fuck you over. There will be no peace until Ukraine gives Russia a guarantee that they will remain neutral, and not even consider NATO membership.

I think further context is in order. One important, but oft overlooked dimension in understanding the roots of Russia’s paranoia over the Ukraine is that 4 times over the past 4 centuries an invading army from the West has tried to dissolve the Russians, using the North European Plain (of which the Ukraine forms the single largest part) as a superhighway into Russia’s heartland. The NEP is the largest unobstructed plain in the world and the only way to defend it under modern military doctrine is through the use of tanks. It’s the reason why Russia has one-fifth of the world’s armour deployed along their border facing Westward, more tanks than the US, China, Germany and France combined. What is so hard to understand? The US was willing to risk nuclear war over an island off the shore of Florida barely larger than Maine. If the Chinese entered into a military and economic cooperation pact with a deeply anti-American Mexico government and started equipping and training Mexican soldiers while setting up forward facing military equipment along the Rio Grande, is there any doubt the US would raze Mexico City to the ground and turn it into a parking lot before allowing that to continue. There are no clean hands in geopolitics. If you want tales of good vs evil, then go subscribe to Disney Plus and binge on Star Wars. But the real world isn’t Disneyland, there’s only the cold calculus of balance of power geopolitics and the prospect of war. Putin is a tyrannical dictator, no doubt, but it’s perfectly legitimate for Russia to be concerned about NATO expansion on its doorstep. They literally have 4 centuries worth of pretty reliable data on that.

The behaviour of the USSR in the 1950's. The USSR dissolved in 1990-91, but the cold war mentality of the West did not. There is no reason to suppose Russia would attack and occupy Ukraine - for what purpose? That would just have placed 'Russian controlled territory next to a NATO country (like Poland), when the last thing Russia wants is a NATO country on its border. That is largely what this mess is about. As Chomsky said -They (who ever they may be) are not permitted to threaten the USA or even to be in a position where they could threaten, but the US can surround them with nuclear missiles, and the US are entitled become indignant when they want to complain about that. How dare Russia complain about the slaughter of ethnic Russians citizens of Ukraine in the Dombass Region, and worse, take action to defend them? It is a pity that Putin chose to immediately follow the special mission into the Dombass with a full (but very soft) invasion of all of Ukraine, but even if the Russian forces had remained within the borders of Luhansk and Donetsk, their action would have been painted as an aggressive invasion, rather than the humanitarian rescue of a population which had been under artillery bombardment and siege for eight years, which is how Putin sees it. We had almost two months of media "Russian invasion imminent " together with 'journalist' that 'reported' as if the imminent aggressive invasion had already taken place. From a public relations point of view Putin had nothing to lose by invading. Now the press mantra is "Will Putin use nuclear weapons." Let's not go there. What would have happened if the Russian forces had not gone beyond the Dombass Region? Probably a much bigger civil war than has been carried out for the past eight years, with one side supported and supplied by NATO and the USA and the other by Russia. An all out war that would inevitably have spread to the whole of Ukraine and maybe impacted surrounding countries. Not good. But I would have been happier about the actions of Putin if he had waited a week or so to see how the West would react to the 'Special mission'. The advantage of the full invasion has been short lived and also a public relations disaster - the Western media made sure of that. When the saturation coverage of what is going on in Ukraine at the moment is compared with the coverage of events in 2014 - which resulted in the deaths of approximately 14,000 (we can't even put an exact number on them) Ukrainians in the Dombass Region - the contrast is stark. I was completely unaware of these events a month or so ago. I have no recollection of any media in the UK in 2014 even mentioning Ukraine. It's a lot like Yemen in that regard, where is the moral outrage about what is happening there?

Before the attack Russia demanded removal of NATO forces from most of the Eastern Bloc. And not much later it started to demonstrate the very reason we desperately need those NATO forces in our countries. Hungary was a severely oppressed Soviet puppet state for 40 years, and then 12 yrs ago we elected a PM with supermajority that's first move was to twist election law to ensure he stays in power, since then 2 elections were held, both times ~50% of votes gained him at least 2/3 of the seats. And in the meantime he betrayed his nation to Russian interest on several occasions, slowly drifting us back under Russian influence. Just look at his recent actions, he is constantly trying to undermine Western attempts of sending strong messages aimed to make Moscow stop the massacre. I don't have the slightest doubt of the fate of my country without NATO guarding our independence, I have no doubt the invasion of Ukraine would spill over to our land as well if we weren't in the alliance. We joined NATO for a very good reason. We as well as the Ukrainians have the right for freedom. And sometimes freedom comes with a cost. With all respect to Mr. Chomsky, he is being a blindfolded pacifist when he believes Russia can be handled with diplomacy, agreements or mutual respect. Russia only understands force, as once again everyone can see with their own eyes. At least they should see it now, if the currently unfolding events don't wake up those people, then they are totally hopeless. And I can't stress this enough. Russia in possession of the world's largest nuclear arsenal has NO reason to feel threatened, at all. There is simply ZERO chance anyone from the West would be reckless enough to question their territorial integrity. It's a carefully crafted false pretext so they can continuously threaten other states territorial integrity and even interfere with their democratic processes. Don't bother the fact that ICBM silos are all over the world, in Western Europe and all across the US mainland, all could reach any part of Russia with ease. When will they demand removing those too, because they are feeling threatened? It was only a few weeks ago when Putin and Chinese president Xi signed a document clearly underlining their negligence to respect democracy as a system of governance and their alliance against the West. How does anyone still think that this is about Ukraine? That he will stop there if he succeeds with his invasion? Or any opposing bloc, for that matter. You can't ignore the fact that the closer NATO gets to Russia, the more likely it becomes to have a catastrophic NATO-Russia conflict. It's not just the political situation at the moment, politicians change, and at some point some fearless right-wing idiot, relying on the comfortable backing of NATO, will decide to go on a crusade against Russia to 'make it pay' or whatever reason. The black wolf attacks first while the white wolf snarls and growls at the black wolf in apparent 'support' of the deer but decides to wait on the way side. Is the white wolf a friend of the deer? I think the answer is obvious. While we are sympathetic to Ukrainian's cause, we should not encourage or add fuel to the fire. Unfortunately, the deer has already been tainted by the white wolf. There is no going back and sadly, Ukraine will be the sacrificial lamb whichever way this goes, we can only hope that all Ukrainians (ethic Russians and Ukrainians alike) understands this implicitly and work towards limiting the damage and further loss of life. A few points here: 1. There were negations and attempted ceasefires, mainly the failed Minsk accords. They were doomed to fail because Russia refused to even acknowledge its military involvement in the Donbas war. 2. Russia has no security concerns. Their security is guaranteed by their thousands of nuclear weapons. 3. Who the hell would be “declaring” Ukraine to be neutral? Ukraine is a sovereign nation that can associate with whoever it wants. The idea that great powers can order smaller nations around is literally just imperialism. 4. Don’t disagree with that 5. You realize the EU is not a defensive pact right? Do you expect the Baltic states/Poland/Romania to fight off Russian imperialism all on their own? NATO is the primary reason Russia is not invading these countries and instead invading Ukraine.

Some of what Professor Chomsky says makes sense, but just like with the presentation of the U of Chicago Prof, Mearsheim (sp?)....their arguments leave out one critical detail that is really an elephant in the room: UKRAINE IS A SOVEREIGN and INDEPENDENT nation. Comfortable or not to Russia, UKRAINE should retain their right of self-determination. It's no other country's place to say to Ukraine, "You must remain neutral." If other countries have the right to determine Ukraine's policies and alliances, then what is the (BLEEEP)ing point of them even being a nation?

As neither a Russian nor a Ukrainan, I don't know enough about the sentiments there regarding how deep the strife for independence is within Dombas and in Ukraine as a whole, so I'm not going to disagree with you just yet. In fact, I asked a panel of professors with expertise in the area during a webinar yesterday (one was an adjunct professor from Ukraine, and another has spent much time in Russia) the following question: "Can you envision a scenario where Putin stops the military action in Ukraine in exchange for some land in the the Eastern Dombas region (Donetsk/Lugansk)? Is this unthinkable to the Ukrainan people?" This was my question. The PhD from Ukraine admitted it was a complex question, but said that she didn't believe the Ukrainan people would trust Putin to stop after that as she referred to the Crimea situation a few years ago. But she said she wasn't totally sure what the answer to my question would be. A more senior professor who has spent much time in Russia didn't think Ukraine would be likely to concede any land. What do you think? Can you envision such a scenario?

And no putin would have definitely stopped, in fact he stopped for 8 years The current conflict is a continuation of the conflict in 2014 If he was intent on violence he would have struck in 2014, instead he let NATO pour in us weapons and train Ukrainians for 8 years hoping for a peaceful resolution and only struck after no diplomatic progress
