Dear Professor Chomsky, We are a group of Ukrainian academic economists who were grieved by a series of your recent interviews and commentaries on the Russian war on Ukraine. We believe that your public opinion on this matter is counter-productive to bringing an end to the unjustified Russian invasion of Ukraine and all the deaths and suffering it has brought into our home country. Having familiarized ourselves with the body of your interviews on this matter, we noticed several recurring fallacies in your line of argument. In what follows, we wish to point out these patterns to you, alongside our brief response: Pattern #1: Denying Ukraine’s sovereign integrity In your interview to Jeremy Scahill at The Intercept from April 14, 2022 you claimed: “The fact of the matter is Crimea is off the table. We may not like it. Crimeans apparently do like it.” We wish to bring to your attention several historical facts: First, Russia’s annexation of Crimea in 2014 has violated the Budapest memorandum (in which it promised to respect and protect Ukrainian borders, including Crimea), the Treaty on Friendship, Partnership and Cooperation (which it signed with Ukraine in 1997 with the same promises), and, according to the order of the UN International Court of Justice, it violated the international law. Second, “Crimeans” is not an ethnicity or a cohesive group of people-but Crimean Tatars are. These are the indigenous people of Crimea, who were deported by Stalin in 1944 (and were able to come back home only after the USSR fell apart), and were forced to flee again in 2014 when Russia occupied Crimea. Of those who stayed, dozens have been persecuted, jailed on false charges and missing, probably dead. Third, if by “liking” you refer to the outcome of the Crimean “referendum” on March 16, 2014, please note that this “referendum” was held at gunpoint and declared invalid by the General Assembly of the United Nations. At the same time, the majority of voters in Crimea supported Ukraine’s independence in 1991. Pattern #2: Treating Ukraine as an American pawn on a geo-political chessboard Whether willingly or unwillingly, your interviews insinuate that Ukrainians are fighting with Russians because the US instigated them to do so, that Euromaidan happened because the US tried to detach Ukraine from the Russian sphere of influence, etc. Such an attitude denies the agency of Ukraine and is a slap in the face to millions of Ukrainians who are risking their lives for the desire to live in a free country. Simply put, have you considered the possibility that Ukrainians would like to detach from the Russian sphere of influence due to a history of genocide, cultural oppression, and constant denial of the right to self-determination? Pattern #3. Suggesting that Russia was threatened by NATO In your interviews, you are eager to bring up the alleged promise by [US Secretary of State] James Baker and President George H.W. Bush to Gorbachev that, if he agreed to allow a unified Germany to rejoin NATO, the US would ensure that NATO would move “not one inch eastward.” First, please note that the historicity of this promise is highly contested among scholars, although Russia has been active in promoting it. The premise is that NATO’s eastward expansion left Putin with no other choice but to attack. But the reality is different. Eastern European states joined, and Ukraine and Georgia aspired to join NATO, in order to defend themselves from Russian imperialism. They were right in their aspirations, given that Russia did attack Georgia in 2008 and Ukraine in 2014. Moreover, current requests by Finland and Sweden to join NATO came in direct response to Russia’s invasion of Ukraine, consistent with NATO expansion being a consequence of Russian imperialism, and not vice versa. In addition, we disagree with the notion that sovereign nations shouldn’t be making alliances based on the will of their people because of disputed verbal promises made by James Baker and George H.W. Bush to Gorbachev. Pattern #4. Stating that the US isn’t any better than Russia While you admittedly call the Russian invasion of Ukraine a “war crime,” it appears to us that you cannot do so without naming in the same breath all of the past atrocities committed by the US abroad (e.g., in Iraq or Afghanistan) and, ultimately, spending most of your time discussing the latter. As economists, we are not in a position to correct your historical metaphors and, needless to say, we condemn the unjustified killings of civilians by any power in the past. However, not bringing Putin up on war crime charges at the International Criminal Court in the Hague just because some past leader did not receive similar treatment would be the wrong conclusion to draw from any historical analogy. In contrast, we argue that prosecuting Putin for the war crimes that are being deliberately committed in Ukraine would set an international precedent for the world leaders attempting to do the same in the future. Pattern #5. Whitewashing Putin’s goals for invading Ukraine In your interviews, you go to great lengths to rationalize Putin’s goals of “demilitarization” and “neutralization” of Ukraine. Please note that, in his TV address from February 24, 2022, marking the beginning of the war, the verbatim goal declared by Putin for this “military operation” is to “denazify” Ukraine. This concept builds on his long pseudo-historical article from July 2021, denying Ukraine’s existence and claiming that Ukrainians were not a nation. As elaborated in the “denazification manual” published by the Russian official press agency RIA Novosti, a “Nazi” is simply a human being who self-identifies as Ukrainian, the establishment of a Ukrainian state thirty years ago was the “Nazification of Ukraine,” and any attempt to build such a state has to be a “Nazi” act. According to this genocide handbook, denazification implies a military defeat, purging, and population-level “re-education.”“Demilitarization” and “neutralization” imply the same goal-without weapons Ukraine will not be able to defend itself, and Russia will reach its long-term goal of destroying Ukraine. Pattern #6. Assuming that Putin is interested in a diplomatic solution All of us very much hoped for a cease-fire and a negotiated settlement, which could have saved many human lives. Yet, we find it preposterous how you repeatedly assign the blame for not reaching this settlement to Ukraine (for not offering Putin some “escape hatch”) or the US (for supposedly insisting on the military rather than diplomatic solution) instead of the actual aggressor, who has repeatedly and intentionally bombed civilians, maternity wards, hospitals, and humanitarian corridors during those very “negotiations.” Given the escalatory rhetoric (cited above) of the Russian state media, Russia’s goal is erasure and subjugation of Ukraine, not a “diplomatic solution.” Pattern #7. Advocating that yielding to Russian demands is the way to avert the nuclear war Since the Russian invasion, Ukraine lives in a constant nuclear threat, not just due to being a prime target for Russian nuclear missiles but also due to the Russian occupation of Ukrainian nuclear power plants. But what are the alternatives to fighting for freedom? Unconditional surrender and then elimination of Ukrainians off the face of the Earth (see above)? Have you ever wondered why President Zelenskyy, with the overwhelming support of the Ukrainian people, is pleading with Western leaders to provide heavy weapons despite the potential threat of nuclear escalation? The answer to this question is not “Because of Uncle Sam,” but rather due to the fact that Russian war crimes in Bucha and many other Ukrainian cities and villages have shown that living under Russian occupation is a tangible “hell on earth” happening right now, requiring immediate action. Arguably, any concessions to Russia will not reduce the probability of a nuclear war but lead to escalation. If Ukraine falls, Russia may attack other countries (Moldova, Georgia, Kazakhstan, Finland or Sweden) and can also use its nuclear blackmail to push the rest of Europe into submission. And Russia is not the only nuclear power in the world. Other countries, such as China, India, Pakistan, and North Korea are watching. Just imagine what will happen if they learn that nuclear powers can get whatever they want using nuclear blackmail. Professor Chomsky, we hope you will consider the facts and re-evaluate your conclusions. If you truly value Ukrainian lives as you claim to, we would like to kindly ask you to refrain from adding further fuel to the Russian war machine by spreading views very much akin to Russian propaganda. Well I am reminded by Churchill's saying. " You cannot negotiate with a tiger when your head is in its mouth" Masses of countries have tried to negotiate with Putin on this as well as the Ukrainians. Chomsky is assuming that you actually can negotiate with Putin but I fear you cannot.

When has Ukraine tried negotiating? Ukraine was talking about retaking Crimea through force before Russia invaded. If zelenskiyy accepted a deal that didn’t include the return of Crimea which as Noam correctly points out is a non starter, the now well armed Ukrainian far right will kill him and take over the country. The US sees its strategic interest in fighting Russia until the last Ukrainian. It weakens Russia to bog them down in Ukraine. Europe will look for energy elsewhere, possibly to more US imports. And US arm manufacturers are getting even richer flooding Ukraine with weapons. What true US interest is there in a ceasefire?

Noam has the mind of an eminently reasonable and rational man; I think he stumbles a bit when delving into abnormal psychologies; he considers them from within himself. I think this is a common problem with leaders on the left; they've never been messed with much by people of this type on a personal level, because of their status and power; so they don't have a real, intense, familiar understanding of that kind of crazy. They're a bit distant about the level of abuse these people are capable of.

I thoroughly agree! I’m glad you noticed and commented on it. Scahill deserves a lot of credit for knowing his stuff. Knowing the subject about which one is interviewing a person is important in knowing what questions to ask, what statements to make to provoke thought and response that both guide the direction of an interview and the subsequent information shared by the interviewee. Russia had two main goals that it explicitly stated; 1. denazification of Ukraine and 2. demilitarization and ignoring the denazification part is wrong on many levels because it is how Russia justifies the war (calling it a military operation) on the first place. The denazification part weakens Chomsky’s argument that the negotiations could lead to peace for Ukraine. Russia’s argument and motive for the war that there are nazi forces in Ukraine is an absolute propagandist statement with no evidence to support it. Therefore, you can not negotiate on terms that simply do not exist.

Pretty sure Chomsky would've had some harsh words for the polish not surrendering faster to the Nazis, too. If only everyone had surrendered to Hitler, there wouldn't have been a WW2. It's really the fault of all the nations defending their sovereignity that it happened. And giving weapons to the french partisans? That just prolonged their suffering. The reality is: everyone should've stopped fighting, sat down with Hitler, and found a diplomatic compromise for his ambitions of conquering the world.

If you remember back a short 19 years ago, the USA conducted an illegal and unprovoked invasion of Iraq. Did they take any considerations of the consequences ie the destabilizing of the entire region, the rise of ISIS etc? Putin will have to deal with the consequences of his actions just the same. The biggest trouble is there is a lot of money to be made in warfare. Smedley Butler had it figured out but nobody seemed to listen nor cared because nothing has fundamentally changed. The military industrial complex needs these proxy wars to survive. I'm not saying that Ukraine should just lay back and take it but it is a very complicated situation over there, certainly not black and white. This situation essentially stems from over 40 years of neo liberal policies of which Chomsky is AGAINST. To call him a fascist sympathizer is beyond a joke. He understands that an extreme escalation could lead to a nuclear holocaust. More ultra nationalism and aggressive militarism is certainly not the answer if we want to survive as a species.

Speakers of truth will always be pariahs and will rarely be given the just credit they deserve and never crave. I’m dreading the day we lose his ongoing voice of sanity and humility. I have read and my bookshelf is full all his books I can get my hands on. Thank you Mr Chomsky. I discovered your work at uni in a compulsory foundation course in social science. And I found my place as a writer and more importantly always a student. Learning and sharing the truth and seeing through “the matrix” of propaganda and power.

So far I see one glaring.... I fear to call it mistake but a hole in argumentation. War ends in one side destruction or negotiation - sure. But just because Russia won't be destroyed, doesn't mean we cannot push them to have worse negotiation position so end result of negotiation is more favourable for Ukraine and Western world. So this point doesn't undermine sending military aid and helping Ukraine fight as much as possible.

Drop Site is posting analyses that might be too incendiary for Intercept--they might have decided to separate the hot potatoes from palatable stuff. He didn't exactly specify it. I don't like how during the conversation there is no mention of the Budapest memorandum, the unlawful status of the occupation of crimea, the thousands of displaced people from the donbass rebel region, so much that a referendum in the region would be pointless as everyone who doesn't want to be part of Russia have already left the region and finally, no mention of Putin's speech done just before the invasion in which he denied the right of self determination for the Ukranian people or even the existance of the Ukranian nation. Overall, this is not a balanced and complete opinion of the current situation and to make matters worse, it is smeared with a western point of view that doesn't take into account the realities of the region: Putin is a liar, he lied during the crimea crisis, he lied during the invasion of donbass, he lied when that dutch plane was shot down, he lied when he said he wasn't going to invade and with this record we cannot afford to trust Putin to uphold his words if Ukraine is to be demilitarized, otherwise we'll found ourselves on the same scenario Czechoslovakia suffered back in 1938. Let us not be useful fools and indirectly help Putin.

I agree. I am no expert or even a student of politics, however Putin has made his intentions clear time after time. He wants the old USSR back and wants to be king of. Negotiations?? How do you negotiate with a madman? Giving in the only negotiation he would accept. Going into the history of what the US has done in the past and maybe has not been sufficiently punished for accomplishes nothing. Let's deal with the here and now. You cannot sanction a country's leader without sanctioning it's people too. Maybe if the populace suffers enough they will realize that their great leader is a liar and is actually the one punishing them. Although that has not worked here. 45 is still ensnaring his rabbits.

There is only so much that can be discussed within the timeframe. Do note that Chomsky did not say Putin had to be involved at all, only that being a war criminal per se isn't a hindrance. Nor did he include Zelensky, as he was talking about the states Russia and Ukraine. When you say "Western", do you mean American or European? They are not the same. The suggestions Chomsky made were purely based on the positions Russia and Ukraine publicly already stated, not what is desired. That a negotiated peace is the only option for a future Ukraine is rather evident, as if Ukraine seem to threaten Russia with military conquest, Putin will press the red button and if Russia seem to destroy Ukraine with military force, there is no button to threaten Russia with. So there are two fundamental questions here: How to arrange a negotiation with both countries actively seeking a resolution, and how to ensure that such agreements are kept? Only after those two questions has been answered is there any point looking into details of what an agreement should contain, as Kremlin can simply not be taken on their word or signature.

Noam Chomsky's incongruence is vomitive. Israel has been attacked with all out wars by its neighbors several times and he still condemned Israel's strategic occupation of certain territories vehemently, i. e. Golan Heights, West Bank, Gaza. How can Israel even withdraw knowing that Arabs want no two states. Now Russia has "serious" security concerns and justifies what it does. Even though neighbors are scared of the Russian flagrant Imperialism. Chomsky is not happy with the peace deals Israel did with Arab "dictatorships", as if Syria, Iran, Russia, etc weren't dictatorships.

His logic is based on assumption that Russia is a nice, peaceful nation, which is threatened by Ukraine, NATO, and especially the US. He is completely missing the reality which is not surprising for a man who spends all his life in an academic bubble. Very sad to watch.

In fact, yes, Russia is threatened by NATO as NATO/US broke all the agreements and promises given to Gorbachev. Once the Berlin Wall fell and the Warsaw Pact disintegrated, NATO should have been obsolete and peacefully cease to exist. It is now NATO that spreads like cancer all over the world with its bases literally encircling Russia. This is where the roots of the conflict are.

Only as affirmation of your existing views -- and blinders. He is totally missing the point in his "advice" that Ukraine -- which is an independent country -- should appease Russia by capitulating to Russia's imperialist demands. Ukraine doesn't need to "demilitarize"; it needs to increase its military defense against the ILLEGAL Russian invasion.

As the US democracy is founded on the rule of law -- it is, "A system of Laws, and not of men" (John Adams) -- I affirm facts and law. In place of swallowing -- "affirming" -- Chomsky's reputation LISTEN to what he's ACTUALLY SAYING. In THIS his "narrative" is to assert that Ukraine should do as Putin demands. Watch some videos with Timothy Snyder: he will explain the history of Ukraine, and Stalin -- starved some 4 million Ukrainians to death, and Hitler -- who murdered millions of Ukrainians. Those two and Putin have the same view: that Ukraine doesn't exist as a "state" or "country" and that there is no such thing as "Ukrainians". And those two and Putin share the same goal: to exterminate all Ukrainians. Given the choice as to what Ukraine should do I'll take the word of Ukraine over Chomsky's -- or Putin's -- 24/7.

What I find sad about this outlook is how very US focused it is. It immediately starts with paralleling US conflict from decades past and different administrations with Putin and then starts talking about how we should negotiate over the Ukrainians as the Brits and French did over Czechoslovakia in 1938. This relativism and myopia from left leaning commentators is frustrating and denies agency to other actors principally Russia and Ukraine but also the very varied approaches of European polities.

There wasn't any negotiation over Czechoslovakia, Czechoslovakia was not even present during the talk and Germany got all the territory they had demanded. Then Czechoslovakia was only notified that either they would give up the territory or in case of war between Germany and Czechoslovakia, Czechoslovakia would be seen as the aggressor and Germany would be supported diplomatically by the powers.

I mean yeah. Chomsky is stuck in a certain mentality which is very Amero-centric and clouds his understanding of a complicated and diverse world which often moves in ways which have little to do with Washington policy. Adding to this is his proclivity to think he can deduce the real situation on the ground from newspaper clippings because he is some master of reverse engineering propaganda. He famously did this in Cambodia, with his deduction that all the horror stories about the Khmer Rouge were unfounded and somehow invented by the US government. But another example of this is his idea that the Ukrainian people want negotiations with Russia more than they want weapons from the West. From every local political expert I've heard or read from, this is notion is completely detached from reality. If you want well researched and nuanced information on Ukraine go to someone like Timothy Snyder who spent years researching (and wrote a very good book on) the post-war history of this specific region. Chomsky's offers no substitute for that level of effort and focus.

That's only funny if you don't critically listen to him, and haven't ever been familiar with his perspectives. At 17:16 he explains why he spends most time "complaining on US": "There is sort of a guiding principle that we should be keeping in mind no matter what the issue. The most important question is 'what can we do about it?', not 'what can somebody else do about it?' That's worth talking about, but from the most elementary point of view, the major question is 'what can we do about it?' And we can in principle, at least, do a lot about US policy, less about other things, so I think that's where the focus of our attention and energy should be." He wants his government to be accountable. Nothing funny about that, and I'd even argue it's tragic considering the US government's abysmal track record in respecting international law.

Thank you for saying that negotiation is the only solution that saves lives and prevents destruction. The war is a distraction, not a solution. It is terrible. People lose their lives, the country will be destroyed, and soldiers will have to fight until the end. And then they still will have to negotiate for their future as a country.

Exactly correct. It’s sad that so many political leaders in the west are completely OK with using Ukrainians as cannon fodder, while unbelievably claiming to “support Ukraine”, pouring weapons in that only exacerbate and prolong the conflict (thus resulting in more and more deaths)…it’s even sadder that so many have been propagandized into believing this is the correct position.

Thank you for giving people a clearer picture of what is really happening in foreign affairs. I wish there was a version of Noam in Russia, and another one China and they can all reason with each other on the intercept, and help guide us toward peace on earth without nuclear arms or the climate change threat of rampant fossil fuel production. I wish I could be sure that any military to go nuclear will be rebuked and enslaved to the entire world. May such evil militaries be deported to Mars.

Good points. Negotiation is the only way of avoiding a total destruction of Ukraine. Even Zelensky knows that but NATO and the West (read: the MIC) will do anything in their power to push for an escalation of the war regardless of the costs. As Noam Chomsky points out the best thing would be turning Ukraine into a neutral country like Mexico. If this had happened earlier the war could most likely have been avoided and many lives would have been saved.

No, it *might* have done that, but given there was loads of diplomatic talks in the month(s) prior to the invasion started, there is no certainty what so ever. Furthermore, neutrality would only work if there was some actual guarantees of Ukraine's independence and sovereignty, and this far Kremlin's word is worth less than bad breath.

What I do need is proof that Kremlin CAN be trusted, and from what I have seen since about -97, I trust them like I trust Trump. Putin is a gopnik in a suit, and the president has no politibureau that could temper the power. This is what *I* feel about Kremlin (distinct entity, very little to do with Russians). Now, do you think Ukraine will be more trustful than I am, or less? If you want Zelensky to sign a treaty where Ukraine is to be neutral and demilitarized, you better get him something far more substantial than Putin's signature on a paper.

I have nothing but respect for professor Noam Chomsky and all the work that he has done. But as a Russian-Ukrainian I found both insulting and blind that we have 2 options, either Ukraine is destroyed or we go for negotiations. On the first day of the war, the CIA was telling that Kyiv will fault in 3 days. Well, it didn't happen and quite opposite happened. Well, fair enough that we can't make safe predictions based on the past. But we can make predictions based on today and today's reality shows that Ukrainians are more than capable to fight back and even get back those parts of the country that was taken by Russians. Just give us enough weapons. Though it doesn't matter now cause according to FT - Putin has lost any interest in negotiations due to the loss of the flagman ship Moskva last week. So now we're in the position either the EU and the US provide Ukraine with all needed help or Ukraine and all the democratic world lose. No negotiations.
