I may be wrong, but I feel the democratic system must also include the actions of the fundamental elements, the 'Citizens', and not just the administrative system as such. I feel that even if the governance system works at 100% efficiency, if the citizens don't adopt civic and moral responsibility for uplifting the nation's condition then the democratic system's energy is wasted in solving superficial, illogical problems. What's more concerning is that it only adds to creating structural issues. Few examples would be: 1. Littering public places, 2. Pollution in the Ganga and Yamuna rivers, 3. using public utilities irresponsibly, 4. Priority to group-based identification (based on religion, caste, language, region). To sum it up, I think it also matters what the citizens or society think as a whole. As Sir has mentioned, it has been a zero sum game in India too, maybe not that much between the political class and the governed. But it definitely exists among the individual citizens. Unfortunately, "I don't care how my actions affect others" is the attitude of most Indians.

You misunderstood them. Tgey clearly differentiated between two kinds of democracies. One in America, where British got settled and tgen founded democracy against England. In such cases England did not get a chance to exploit America and democracy led to phenomenal economic growth. But due to tropical weather of India, British who tried to settle there died or stayed sick quite often. In that case, their main goal became to exploit India and kept transferring gold and other wealth to England. In that case British had no interest in India’s long term economic growth, affects of which are still being felt in India.They left question of China unresolved because it was never a colony. So you misunderstood the whole thing.

India was better than china in respect of institutional framework given by nehru but the past 10 years it is continuously deteriorating by the bjp regime many were monotizer and some are using as electoral tool😢😢😢😢
