Saliba does NOT miss the ball as this pundit claims. He connects with the ball just after Pedro does and sends it shooting into the air. Only THEN does Salibas head strike Pedros. If that had been Salibas foot striking the ball just before contact with Pedros foot it would have been no penalty. Therefore no penalty.

Saliba doesn't head the ball himself. Pedro who is the one heading the ball toward Saliba's head. Saliba closed his eyes, and he doesn't know where the ball is after the ball touch Pedro. Just a lucky rebound to his head. If not, he could headbutt Pedro without touching the ball. No matter what, who touch first won the challenge. Simple. Don't complicate the matters.

@ you are the one complicating matters. The definition used is contact, not rebounds. Saliba makes contact with the ball before the collision. That is all that is required in the rules of football to deny a penalty. Same with the football contacting the foot before collision with another player.

It is not just about who get it first only but the way you challenge. For example: Tackle on the ground. First if you want to tackle someone on the ground on 50-50 challenge, 1st rule is you must make sure you touch the ball first before you touch his foot then 2nd rule is how you approach your tackle. If your boot too high and can break someone's leg, then that is dangerous. You must ensure your boot does not harm or intent of injuring the opponent even you win the ball first. So, Saliba case is he missed the 1st rule. Pedro touches the ball first. 2nd rule - He did accidently headbutt Pedro although no intention. Automatically, it was a foul. So easy. Why still debate on the issue. Remember how we got the penalty when Fabianski punch Gabriel's head after he missed his punch on the ball. So, the first rule applied on both cases. The second rule is just to determine whether he can get a red card or not. Since Saliba not intention of doing it and didn't injured so much on Pedro, the referee didn't issue the red card. But if it is harm and dangerous, it could lead to a red card.

How can you compare Onana's situation with what happened at arsenal, for the games sake Saliba's head touched the ball before the player and when the ball went up it is nobody's own anymore and then Saliba's head touched the ball. In hindsight, I think it's a penalty, but why is Arsenal the only team caught in the middle of all these novel decisions? This is a question begging for an answer.
