Well, there is one case that could hint that the Legion may make an exception for hydra. As in the cottonwood shack, that’s legion territory you can find hydra. Seems to be the only location in legion territory so take that as you will.

They use hydra in emergency scenarios, that is all, and I believe that they don't use any items that arn't in their inventory.

To them, it might fall under the same category as healing powder or bitter drink. I think they specifically refuse to use industrial medicine for everyone that isn't Caesar for self sufficiency purposes. Healing powder and bitter drink can be easily crafted in the field with a campfire and with commonly found ingredients. It doesn't require a lab or any special equipment/tools to produce besides maybe a mortar and pestle to grind it up first. Hydra may have been introduced to them as a tribal remedy but honestly, I don't know that much about it or what its ingredients are. As for the drugs they specifically ban, it's mostly due to their addictiveness but I also think it may be due to the legion not having large quantities of the equipment needed to craft it in the first place without having to rely on an outside group.

In vanilla I've watched fiends take jet in battle before I thought it was pretty cool if that isn't possible I think I might be tripping

I've seen the Van Graff Thugs inject Stimpaks so fiends taking jet might also exist but be rare.
