It assumed at the start of the band but the main idea here that the SSB allocation should be aligned with thr start of the RBG allocation; for example try to plot the same example in the video in excel file where you assume RBG = 4 and starting from PRB 0 then allocate the SSB from the start point at even PRB number( PRB 0) and odd PRB number ( PRB 21) the compare the results of how many RBG occupied by SSB for the both examples

In different ssb position simulation: I see white area between Prach and pucch, are they wasted resources or we can utilize it somehow

The area between PRACH and PUCCH is for PUSCH and it can be used by any users but the main idea here is about the continuous allocation of the PUSCH resources; meaning that heavy buffer users cant benefit from his kind of free resources because if he is not capable of getting contiguous PRBs allocation
