I left New York and I'm just now over the Border in PA. New York is the worst tyrannical state in the Union. My recommendation would be get out!

You are dealing with NY State, therefore you read the laws and requirements based on NY State's definition of Firearms. Don't mix NY definition with ATF definition. You are dealing with NY laws, not federal laws. If you intend on dealing or gunsmithing hand guns or any other gun defined as Firearm in NY, you need the NY Firearms Dealer and Gunsmith license. If you want to gunsmith or deal only with long guns (except semi auto rifle), you only need an FFL-1. The semi auto rifle permit for gun owners, Firearms Dealer and Gunsmith license for the gun shop. This is based on the new laws from 2022. All is pending with the GOANY Gazzola vs Hochul lawsuit (Fed Appeals Court 20 March 2023)
