That's not what he was saying at all. He said nothing about internal conflicts. He is referring to external threats. Being willing to fight and make sacrifices to stop dictatorships like Russia, such as enduring higher prices on goods like gasoline as a result of the sanctions. He references Europe because countries like Germany actually increased trade with Russia after the annexation of Crimea. They were not willing to make any sacrifices at all to defend democracy.

And as much as I support Ukraine, them losing this war wouldn't be any kind of threat to us. We could simply turn a blind eye to this war as Europe did in 2014 and the world would keep on turning. Not that I advocate for such apathy, but it underlines the point that Russia isn't a threat, it is an annoyance to us. The US has always cared about Ukrainian suffering and the threat to Ukraine's democracy, not ours.
