I think I figured out what the problem with my OBS. After seeing there is an option for Virtual Camera in OBS now. I went into the files and deleted the file OBS was telling me didn't work. Then restarted OBS and no error. So, turns out it was the existence of that file making the error and not the nonexistence of another file like I thought. Also I'm actually glad that OBS has Virtual Cam as a built in add-on now. Because I hated messing with files to get it to work before.

One of the big issues I had, and still have, with the OBS virtual camera and plugins is the audio is ignored. OBS has very limited audio mix functionality (no sub busses), and this means having to use other trickery to get the desired audio to the virtual camera destination.

There is zero benefit (and only downside since instability) to overclocking your GPU for streaming console games. If your capture card is cutting out, it's either due to an unsupported older CPU platform or something wrong with the card to sort out with Elgato.

One big question I have: There is a failing in the built-in OBS virtual cam, when the canvas aspect does not match a traditional webcam aspect, which is that your feed will seem stretched or compressed to fit the typical format, if you send it to something like Signal. The original virtual camera plugin lets you preserve the aspect ratio (so long as you remember to toggle the option off and back on when you start the plugin), which makes it easier to send a 2:1, or use anamorphic lenses, and send an actual Cinemascope(etc) ratio. Does this plugin help with this at all, or is it still using the built-in methodology for providing the fake device info (supported resolutions / framerates)?
