No, it's not an ash mark. She said in an earlier hearing I saw, that it's a tattoo of the letter "O," supposedly the shortest word in the dictionary. She did not explain the significance of it, though. I looked it up, and the online dictionaries did not state it as a word, specifically, but a Google search states that the three shortest words are I, a, and O, though O is usually capitalized, and a contraction used in poetry or lyrics. (i.e. O'er the Dale - for Over the dale.) So, perhaps all of that is in her mind...as well as on it.

Though the evaluation might well not make a direct evaluation, it would seem to me highly likely that the person being evaluated would be asked about any sort of mental health or cognitive issues., and that anything like that would be mentioned in the report. I suspect she _was_ smoking something prior to sitting down, just not an ordinary cigarette. As others have mentioned, she should be required to appear physically before the judge in any further proceedings. Her pretend Islamic head covering is very reminiscent of that worn by juvenile male Sihks.
