When you allow 'hate speech' laws, criticism of the government will eventually be made synonymous with 'hate speech.' It always is thus, because that is the true purpose of 'hate speech' laws to begin with. The origin of 'hate speech' law comes from the Soviet Union trying to impose any restrictions on speech they could into international human rights treaties.
