Official Formula 1 Racing by Lankhor/Video Systems/Eidos, 1999.
This game was in development since the mid-90s, and was known for a while as Power F1 For Windows! It's also thought of as the sequel to Vroom!/F1, as Lankhor also made that.
This is the hardware accelerated version, which notably doesn't include in-car mirrors (although the software version does).
The sound is a bit crackly on all modern hardware, there's no easy fix.
1. Race Start (Monza): 0:00 The car here handles a bit strangely, as though it's sliding across the track. I'm using the most dynamic view here, which "looks" into each corner.
2. Spray Effects (Silverstone): 0:40 There's not much spray here, just some effects around the wheels, and some tyre marks behind each car.
3. Tunnel & View (Monaco): 0:55 Monaco is pretty detailed here, and very colourful!
4. Wet Track (Spa-Francorchamps): 1:11 The wet weather is mainly shown via fog, which gets quite dense here! I'm using the most dynamic view here, which "looks" into each corner.
5. Pitstop (Interlagos): 1:30 This game combines the "forced into cockpit view" along with crudely animated pitcrew (who seem to fix the nosecone without even touching it!).
6. Huge Crash (Montreal): 1:53 The cars in this game are pretty tough, even with full damage on. I manage to damage a competitor's rear wing here, and you can lose a tyre from the wheel, as well as have loose parts, but it's not very convincing!

0:20 thoose tyres are simply glued to the track. Simple, the main vantage of EA was not simply the official licence. IS engine and GPL simply made other games immediately old, and GT2 was clearly ahead, even if the lower graphics that were changed 2 years later with GT3

As a kid I had the demo for this game in my win 98 pc. I couldn't keep the car on the track (being a kid that didn't know how brakes worked and playing on keyboard), but I do remember being blown away by the graphics. Like "IT'S LIKE REAL F1 CARS!"

I got the demo as a Christmas present in 1999 where there were 4 cars and 5 tracks, then asked for the full game for my birthday. I spend a ludicrous amount of time playing this game!

All i remember was if you touch the tyres of another car, either you or the other car will take off in the air

This game has a great silly feature: a cinematic "TV" camera mode that's not only for replays - you can switch into it while driving. It's extremely impossible.

I think the Crammond GP games and F1C have that too.
