This feels like a Hat in Time chapter the devs just never thought of. Hat Kid goes to Hell, gets bossed around by Satan for a while, bullies him out of his job, takes his job, & then uses her authority to just leave. Then, you randomly encounter demon NPCs in other chapters because she didn't appoint anyone to watch the place but they're more annoying than dangerous.
