Being affiliated with the World Government and being a yonko territory are not mutually exclusive. Fishman Island has been affiliated with the World Government since they signed a treaty 200 years ago. During the last few decades, they were also the territory of 3 different yonko; Whitebeard, then Big Mom, and now Luffy.😊

FishMen Island is not Luffy’s territory yet. He said he was going to claim it once Big Mom was defeated. He still needs to officialize it. It’s officialized when he gives his flag and promises to protect it. In chapter 903, near the beginning of Wano, after seeing that Jinbe had joined the Strawhats and that the newspaper had named Luffy the 5th emperor, King Neptune stated that he would declare Fishman Island to be under Luffy's protection. Now Big Mom has been defeated and Luffy is "offically" a Yonko, so it should be safe to assume that Big Mom's flag over Fishman Island has been replaced by Luffy's.

It’s not specific to just smile users only. Her dango affects any and all animals she feed it to which allows her to tame and make them subservient. The reason smile users are affected by her df ability is due to their animal attributes and that obviously they take animal form despite being weird and ridiculous looking since the smile df kaido asked to be manufactured are copy of zoan types that goes along with what he wanted with his subordinates as he is the king of the beast pirates.

Also, the vast majority of Syrup Village has NO IDEA what Luffy did for them. Literally 5 people (the Ussop Pirate group of children, Ussop's crush Kuina who had inherited the mansion from her parents when they passed away, and her butler Merry) know about Kuro's pirate invasion and how the Strawhats defended the village from harm. For everyone else, it was just another quiet idyllic morning where NOTHING HAPPENED. In no way is Syrup Village ever going to become Luffy's territory. Kuina will probably become a doctor, and the Ussop Pirates kids will probably make the most of their lives by training hard, but there's no way that any of the villagers will go along with becoming subservient to a Yonko they never even met.

In terms of power scaling, if this war really will be like the one at Marineford, but bigger, then its perfectly fine to not have a bunch of top tier fighters there because the marines will also bring a bunch of grunts. WE need some grunts to fight the grunts, so Pell and the like will do okay and have people to fight against (and god forbid the Marines drop a nuke. Know who you need when enemies drop nukes? Pell.
